Dylan might not have rocked all that often but when he did he definitely rocked harder than Elvis IMO.

He’s probably right on The Beatles being the group that will be remembered the most, but as far as the idea of rock being remembered for a single individual, I think I’d pick Hendrix over Dylan or Elvis. Young people still actively like his music and he actually represents rock music well both as it was in the past and as it still is today.
