Based on what I know of them and quick looks at discography/sales on Wikipedia

Boston is a lock, they had huge sales, including one of the biggest albums of all time. Love or hate them, they were huge and that debut album has lasted.

REO Speedwagon and Bad Company were also really big and are likely to get in.

Nazareth, Uriah Heep, and Foghat probably never get it. With their level of success it’s possible, you probably need an x-factor they don’t have.

Nearly everyone else is in the maybe pile, and could be the rando classic rock pick for any given year, but probably won’t all get in before they’re all dead and we’re talking about all the random alternative bands getting in instead.

Ted Nugent had sales on the lower end, but alot of well remembered songs. I think he stuck in popular memory and stayed on the radio because of his endlessly touring medium sized venues, and was probably did a better job selling tickets to those kinds of shows than selling albums. At one time that was probably a decent “x-factor,” but I think his right-wing persona, which alot of people would have written off a novelty/schtick at one time, has made him a toxic brand to too many people for him to get in. He’ll probably get a Presidential Medal of Freedom from Trump as his consolation prize.
