I didn’t think anyone put Do Androids Dream of Electric Sheep as their favorite Dick novel but I get why it’s there.
I think it’s actually his most popular book at this point. When NPR did a poll in 2011 of listeners favorite sci-fi and fantasy, it was the only Dick there, at 21:

The last time Locus Magazine did an all-time poll in 2012, it was the second highest PKD (they did seperate polls for 20th and 21st century, so these rankings are just for the 20th):
