Power Pop is a genre that few artists actually want to label themselves as, but you could probably use the label on just about any artist that makes upbeat pop-rock. Weezer for instance are obviously a power pop band, yet nobody seems ever call them that. I’d agree on Green day and GBV too.

The Lemon Twigs’ album from this year is the best power pop i’ve heard in a while.

But I’ve also heard the label completely misused to mean “powerful pop” referring to pop with no rock elements that happens to be “intense” in some arbitrary way.
